 Position Summary: 
As a member of the Senior Leadership Team (SLT) and Executive Management Team (EMT), the CHRO is responsible for developing and executing the human resource strategy in support of the overall business plan and strategic direction of the Agency, specifically in the areas of employee relations, talent management, organizational and performance management, training and professional development, succession planning, compensation, benefits, and DEI initiatives and engagement strategies. The CHRO serves as an advisor and partner to the President/CEO and provides strategic leadership by articulating HR needs, goals, and plans to the SLT and EMT.
 
  
Salary Range:  $116,000 - $156,000 - $195,000
Hiring Range:  $116,000 - $156,000
  
Responsibilities:
  • Provides overall leadership and guidance to the HR function by overseeing talent strategy, career development, succession planning, retention, professional development and training, leadership development, diversity and inclusion initiatives, compensation, benefits, and conflict resolution processes.
  • Establishes and implements HR efforts that effectively communicate and support the Agency’s mission and strategic vision.
  • Develops HR plans and strategies to support the achievement of the overall business operations objectives.
  • Makes recommendations to SLT and EMT for improvements/enhancements of the Agency’s HR policies, procedures, and practices.
  • Maintains knowledge of industry trends and employment legislation related to the Agency’s compliance.
  • Maintains responsibility for Agency compliance with federal, state, and local legislation pertaining to personnel matters.
  • Communicates changes in the Agency’s personnel policies and procedures.
  • Assists SLT and EMT in the annual review, preparation, and administration of the Agency’s compensation and benefits programs.
  • Conducts periodic market analysis of equitable compensation, including pay, benefits, wellness plans, etc. with the goal of retaining and attracting top talent.
  • Coordinates or conducts exit interviews.
  • Consults with legal counsel as appropriate or as directed by the President/CEO, on personnel matters.
  • Works directly with managers to assist them in carrying out their responsibilities on personnel matters.
  • Recommends, evaluates, and participates in staff development and talent management.
  • Develops and maintains a human resource information system that meets the Agency’s needs.
  • Participates in committees and special projects.
  • Recruits, interviews, hires, and trains new staff in the department. Oversees the daily workflow of the department. Provides constructive and timely performance evaluations.
  • Manages HR staff by recruiting, selecting, orienting, counseling, mentoring, and training employees.
  • Performs additional duties as required.
 
  
Qualifications: 
Education:
  • A bachelor’s degree in human resources or a related field is preferred.
Experience
  • Minimum ten years of HR-related leadership and management experience with at least five years of executive-level HR experience.
  • Minimum of five years’ experience in a supervisory role.
  • SHRM Senior Certified Professional (SHRM-SCP) or equivalent is strongly preferred.
  • Certified Compensation Professional (CCP), helpful.
  • Strong knowledge of EEO, ADA, FMLA, FAMLI, ERISA, ACA, HIPAA, COBRA, workers compensation and other federal, state, and local employment laws and regulations required.
  • Familiarity with Paylocity is helpful.
